Guns Contain Crimes in India!
The following is an analysis of Gun Licenses issued in different States and IPC crimes as reported in those States in 2015:
OBJECTIVE OF THIS STUDY
The impact of gun licenses on crimes in India.
DATA RELIED ON
Crime Data as published by NCRB for 2015. The reason to choose 2015 was because I had no data available on gun licences for any
other year. Besides, the crime data available to the public on NCRB portal beyond 2016 are reported to be far from real.
Conclusions (Please read the chart)
A cursory look at the crimes vis-à-vis the gun licenses issued in each State reveals that crimes and gun licences are inversely related to each other. This is the most striking feature of this study. We find that in all States where guns are issued in comparatively larger numbers, crimes are very much on the lower side. Conversely, we can also find that crimes are on much higher side in all states where licenses are in fewer numbers.
1. Utter Pradesh with the maximum number of gun licenses of 1,277,914 had lower crimes than Kerala, which had issued 9,459 Gun licenses.
2. If the State of Kerala were the beneficiary of curtailment of licences, the crime rates here would have been very much on the lower side, which is not the case.
3. The lowest crime-rate registered was in Himachal Pradesh, which had 8 times more gun licenses than Kerala.
4. The 2nd highest number of gun licenses issued was in Punjab, which had registered far fewer cases of crime than several other states.
5. Maharashtra, Bihar, West Bengal, Tamil Nadu, Gujarat, Kerala, Assam and Delhi, where the crime-rates were very much on the higher side, had much fewer gun licenses compared to those states where licences have been issued in comparatively larger numbers.
6. Of all the States (except Delhi which is a UT), Kerala had the highest rate of IPC Crimes at 723.2 cases per 100,000 population, which had issued only 9,459 licences.
Conclusions based on NCRB Crime Statistics:
7. Crimes are increasing at alarming rates all across India.
8. Licensed guns appear to contain crimes in States where they are issued in good numbers.
9. Deaths involving licensed fire arms are far fewer (and steadily decreasing) than those involving illegal weapons, which suggests that –
(i) Licensing procedures can be moderated,
(ii) Moderating licensing procedures will bring a large volume of illegal weapons under the legal regime whereby,
(iii) The authorities will have better control over weapons inventory with the public,
(iv) Licensing will considerably reduce the number of illegal arms.
