The way I perceive it is ........
1. The study quoted by Tingriman has much fewer variables and thus appears more accurate. The .22lr appears to be a wee bit more powerful.
2. You can not compare a Baby Browning .25acp with a NAA Black Widow .22 revolver !!! Apples with oranges, strawberries with pineapples etc etc .
Now is that the ONLY reason why .22lr pistol is more expensive than a .25 acp ?

You ask why the .22 is more costly. Plain and simply it's perceived demand. Here in the US, we have several similar guns in these calibers (Beretta Bobcat Moel 21; Baby Browning & Wilkinson Sherry; and Iver Johnson TP 22 & TP 25).
A lot of folks look at the balistics of both cartridges and say the .22 is more powerful (which may be rue if fired from a rifle or 4" barrelled Walther PP) and it costs a lot less. Premium .22 (Stingers) are $6.00/50 while plain vanilla .25 ACP is $20/50.
However, if you are going to stake your life on a small pocket pistol, 100% reliability with the load you are carrying is most important. You just can not get there with a .22. Can come close, but not good enough for my life.
Just so you know the .25's I've listed above are from my personall experience cheaper than their .22 counterparts.
Yes, I've owned the bobcat, baby browining, sherry and both of the Iver Johnsons.
Me? when I'm on duty, my back up is a walther ppk stainless in .380. When I"m on the farm and not worrying about the perps, a walther PPK/s in .22
