Please find attached the relevant gazette notification dated 27 October 2017, with the amendments to Arms Rules 2016.

Added in 59 minutes 24 seconds:
Chief point of interest is that all India won't have to be renewed each time separately. Once granted shall be valid unless specifically revoked.

Rest all seems to have to do with manufacturing.

Major changes are for manufacturers and one benefit for common man that during renewal area validity cannot be changed or degraded ....

This order only relates to manufacturer.
One time license fee of Rs 5000/- to be paid.

Dear friends,
I see a very poistive angle to this amendment.It appears some new units will be allowed most probably with foreign collaboration for manufacture of firearms of modern design.New small arms for the civilian market cannot be ruled out, as there apprears to be some change in attitude of the decision makers.At this stage it will be premature to speculate on the motive of the amendment, particularly those provisions which deal with manufacturing. It may be my wishful thinking, let us wait for some months and see.
The amendment relating to the all India jurisdiction is well understood, it is to mitigate the genuine problem that serving and retired members of the Civil Services of the Union and ex- defense service people may face while renewing their AL..
