Gentlemen,

I'd say it would suffice to just gather at someone's unused property if any, or some community hall sorta place if nothing else.
I mean we don't need to have a huge infrastructure or super plan before hand that some great initiative is needed. We could just start the club via meetings and with sufficient numbers in, we can discuss anything and everything there.
I don't think a lot of money/time or other resources are required for that start.
Without the start on ground zero, we can never expect some person to just come forward with lots of money/land and problem solved.
With more numbers joining hands practically, on a regular basis, we can always bring the small contributions together to make things like this happen.

Cool .. that sure looks like a start.
Sad I'd be far off when all this is happening. Switching jobs, gotta move to Delhi/NCR now.
By the way, how are you planning to involve people?
Is it possible to have a cluster of small contests like double trap .. open for gud amount of spectators ?? .. wild guess :?
I've been seeing since school days that live events tremendously influence the spectators awareness and interest to join in.
