I knew some gun house in Punjab, but stakes were too hogh Rs 500/- per short some imported stuff kind of precision match thing.

Were they .38 Special wadcutters perhaps? If the price were substantially lower (50-60 a pop), one could always buy them for brass and after punching paper reload them with regular loads... of course there is always the question of how to get the right primers...
