Which city are you from ??
You will only get that in a very famous gun shop with lot of varieties of weapons and cost will be around 600-1000 for a pop .

.38 indicates the bore in inches. .38mm would be the size of a needle. If by .38 you mean .38S&W a.k.a .38-200 then KF makes ammo for it from time to time. You will be able to get it from a dealer with a license to deal in Restricted(what was earlier called Prohibited Bore) firearms. It certainly is not for 600-1000 per cartridge. No idea about the exact price though.
Of all tyrannies, a tyranny exercised for the good of its victims may be the most oppressive. It may be better to live under robber barons than under omnipotent moral busybodies. The robber baron's cruelty may sometimes sleep, his cupidity may at some point be satiated; but those who torment us for our own good will torment us without end, for they do so with the approval of their consciences.

Yes you are right finding a dealer who deals in PB is little difficult . In pune they charge for .380 pistol round 600-1000 a single round which is very expensive.

Yes, first see which ammo you need ,visit different dealers in your city they might help you out .
But since .38 is PB list for revolvers finding a dealer will be little cumbersome.
Best of luck ! let us know if you find one and cost also will be of knowledge to members on this forum .
