Would anyone know if and where this powder could be bought in India?

You cannot buy any kind of smokeless powder in India. Black powder is available for muzzleloaders and for blasting rocks etc.
Pray, why do you need this? It is a great powder for medium capacity cases like the .30-'06 etc.

Oh Yeah, i used to use 84 gr of 4350 with 180 gr NON boattail 30's-wotta load...No, not in a 30.May the kindly lights shine on you in your quest!

Rusty,
Remember there is an old rule in the Arms act that any licensee can only possess 5 kg of powder at any given point of time. There is also the same limit i.e 5 kgs on lead shot too.
And yaa I don't mind buying 5 kgs of IMR 4350 if u can find it.
