Hi,
I am Shrivardhan Tapaswi, new to the forum. I have acquired my father's llama .32 recently which was stored in the armoury for almost 30 years. The gun is in good condition but has few scratches and the blueing has peeled of with some minor rust. Can please someone suggest the best gunsmith in Uttar Pradesh in order to completely restore it in its pristine condition.

Get an Oxpho cold blue from Amazon and blue it yourself. The rust can be removed with some WD40 and a soft cloth. Any gunsmith will charge a bomb even if he isn't the best. The only gunsmith I know of who is considered very good is Bobby Siddhu at Peerless Firearms at Patiala but he is expensive.
But if you want it restored to mint condition he would be a good bet.
