First Ensure that enough pressure is created- Maybe the Main washer is too Tight or Too loose. Try a few more shots. If that is fine then it might be that the breech washer isnt sealing properly- Or even could be the the breech is not properly aligned to the hole.

Besides what everyone else has mentioned, it may also be possible that the bore is so worn out due to corrosion that it is now "oversized" and air is escaping past the pellet and therefore not allowing enough pressure to be created.
Have you shown it to Dr. Shirsat again? From what I hear he is one of the most knowledgeable airgun experts in the country...
