Looks like in Russia 1 license on 5 (five) years
Proposed:
15(1): A licence under section 3 shall, unless revoked
earlier, continue in force for a period of five years from the
date on which it is granted:
Provided that such a license may be granted for a shorter
period if the person by whom the license is required so
desires or if the licensing authority for reasons to be
recorded in writing considers in any case that the license
should be granted for a shorter period.
Provided further that the licence granted under section 3
shall be subject to the conditions specified in sub-clauses
(ii) and (iii) of clause (a) of sub-section (1) of Section 9 and
the licensee shall be asked to produce the licence along
with the firearm or ammunition and connected documents
before the licensing authority after every five years from
the date on which it is granted or renewed:

but about limit of weapon its real shit!
In India limit very low - only 3 weapon and no collection license with no limit
In Russia basic limit per 1 person
5 (five) shotgun for hunting or sport etc
1 (one) shotgun for self defence
5 (five) rifle or carbine or any weapon with rifled barrel
2 pistols (traumatic)
total 13 weapon for regular person
no limit to cs gas pistol etc

its real shit if your sport shooter need minimum 2-3 rifle or more because resource of rifle max 1000-1500 shot (0,5 year training for prof shooter)
Plus 1 revolver 1 automatic pistol and its normal carry 2 gun
total minimum 5-6 weapon needed for regular middle person and shooter
PS in Russia discussing to up limit in 2 times
10 shotgun 10 rifle

Probably, this should not be applicable to the sports category too? I mean, if an individual wants to participate in more than one event, then he or she will naturally require more than one firearm (btw, the words .22 rifle or air rifle have now been replaced by the word 'firearm' in the new proposal).
Also, as of now, I suppose the only recourse is to mail logical views (in a polite way) to the ID mentioned by captrakshitsharma. License holders and aspiring ones form a minority of the population, and many of them are perhaps not even aware of this website and the proposed changes to the Arms Act. Request everyone to spread this news far and wide, while being careful not to ruffle the feathers of the antis. We need to make the antis also understand that a gun in the right hands is an extremely useful tool.
My personal feeling (of course, I may be wrong), the government will unofficially send out the word to stop processing fresh license applications as well as renewals altogether.
The only positive thing I could find was increasing license validity to 5 years for sports, and, of course, the more stringent rules regarding gun crime.

Sorry, for another post but a thought just occurred. Perhaps, responsible license holders with some clout, could officially or otherwise carry out a signature campaign, wherein, we all express our solidarity with the government in terms of helping with cutting down gun crime. However, if the powers that be are still not prepared to see the logic, then this signature campaign should apprise them that they will be embarrassed with protests by responsible citizens. I mean, how will it look, if mature responsible citizens convey to them, that supporters like us will even join the respected seniors for a hunger strike and other peaceful protests in front of the MHA, if the illogical clauses of the arms act are implemented.
Examples of logic:
Someone wants to retain a family heirloom out of sentimental reasons.
A wannabe sports shooter wants to participate in more than one event but is not allowed to buy a personal gun/guns out of his/her own hard-earned money for practice. An individual with a personal weapon/weapons is more likely to climb the ladder to success, rather than wait to obtain the MQS as an Aspiring Shooter by limited practice with only club guns.
In terms of threat perception, a handgun, shotgun and rifle serve different purposes for neutralizing threats, and there's nothing melodramatic about someone needing all three of these together.
Also, in terms of threat perception, they want proof. Perhaps they want the person to produce his own death certificate to prove threat.
I feel this is the time, when we should convey our thoughts not only regarding the proposed changes, but also amending the Arms Act with some of the 'proposed changes' suggested by me.
I know, many of my thoughts will appear ridiculous to some or many of you. But, my only intention is to do something good, and I humbly request you folks, especially seniors, to think of a good mail format for a signature campaign. Of course, many of you will have better ideas, and I request you to please implement these ideas, instead of limiting the same within your personal thoughts.

Rest assured unless the NRAI does something about this, we will be left in the lurch. A campaign/signature petition etc will be great but solid backing of the NRAI is a must in my opinion.
