In 2010, Congress central government issued a guideline that AIV should not be given to anyone and maximum three neighbouring states should be allowed.

This ruling doesn’t stand today after Arms Rules 2016 came in.

Now you can get any number of states validity and even AIV depending on your case and your power to convince the authorities.

State Home department is the authority who approves your file on recommendation from your DM.

Sorry if my question seems lame or has been answered already.

how does anyone with AIV carry his weapon ? what is the procedure to carry it in train or flight? are we even allowed to board a train/flight with weapon and ammo ( loaded/unloaded) as a civilian. moreover if we have the AIV even then do the person need to inform local police/ DM office on reaching there. and inform once come back to home station.

Replying to your queries

1. Yes you can carry the weapons but only inside checked-in baggage. Also after duly informing the airlines during check-in the weapon has to be securely placed inside a case and in the check-in bag only. The weapon cannot be loaded and ammunition upto 50 rounds has to be packed separately. Also a fee of about 5k has to be paid (varies from airline to airline). You can just Google the procedure for any airline.

2. You can carry the weapon and ammunition on a train but it has be concealed.

3. Only if you are going to be staying at the place you are visiting for ‘long duration’ that your are required to inform the local authorities, or if there is an election code of conduct in vogue at that place .

4. No requirement of informing your local authorities on return.

Going off topic here but could anyone confirm which form is to be filled for grant on second weapon on the license. Form A1 or B2??
