I am advocate S Sen from Kolkata, most of the people around here and most shotgun shooters of West Bengal know me, apart from gun shop owners , and large section of members of rifle clubs in Kolkata.
Of late I have been an aspiring shooter and I have 2 arms in my name. I also have all India validity on my license.
I have been in the profession for quite some time, my total experience is about 32 yrs.
I have faced many challenges in getting my license, in enhancing my ammo quota and above all getting All India validity. I have gone through the pains graciously imposed by the bureaucrat, I had to interact with Home Dept Central, Home dept State apart from DC/AAD in Kolkata in many occasions. While interviewing the candidate, they intentionally throw tricky questions , and if you slip, you are gone. Even they sit on file and never give you interview call, in most cases they are even reluctant to send file to local P.S. for police verification, god only knows where the file is.
But these experiences were being a blessings for me and I could built my wisdom, understood how they function, if your documents as filed are correct, well thought and continuous follow-up with right strategy will surely give fruits. In this respect it is worthwhile to mention, I have not spent a single penny to any one.
Further to mention, I have been going through the Act and Rules and circulars so many times while chasing the administration.
It took me 6 months for 1st license, 8 months for 2nd, 3 months for ammunition quota enhancement and 8 months for All India, only mentioning the time frame in my case, so you must be prepared for that, along with continuous follow-up by speed post ( seldom physical movement) and a couple of RTIs. (Needless to mention they emails are alien to them, as there is no receipt).
Their 1st principle is NOT TO ALLOW A SINGLE LICENSE, UNLESS THEY ARE BOUND TO.
But there are some cardinal principles
1. You should file documents only which you are sure about.
2. You must submit each document after complete due diligence.
3. Able to write crisp and to the point follow-up / enquiry reports
4. Ability to file RTI with to the point in Yes/No replies.
5. Have some person in department, who could tell you where your file is.
6. And last but not the least chase your file like a detective trained dog chases a criminal.
Considering all these, I have made some rapport with some of the departments, and therefore would like to undertake assignments professionally as an Advocate, if any one of yours file is stuck in West Bengal or else where ( I need some info about administration in that case).
People who had bitter experience will agree, it is one of the most difficult task, I am talking about as the results lies in the hand of administration and representation by individual also matters most, so I am not in a position to guarantee anything, BUT if you and your file is alright, genuine, yes, we can fight to the last blood.
