In my case SSP himself replied "not recommended" for my arm licence application. He even didn't meet with me and didn't send file to local police station of my Area.
How he decided to not recommend only on basis of application documents.

in most of the cases their,comment is 'not recommended' very sad state of affairs.
if you grease their palms then only they recommended.
i have seen very few cases when the police have encouraged for a license
the best way to do paper work.
instead of arguments write them asking the reasons.and get the reasons in writing for not recommending.
