Authority Letter for carrying Arms for Repairs

MY Close friend had got written order in his name for taking his revolver for reparing from kolkata to kanpur , the order is valid for 7 days , being really busy , is he legally authorise someone vide Authority Letter as reflected in website http://www.gunaccessory.com/forms/autho ... repair.htm to carry his revolver to kanpur legally. Kindly advice........

Section 3(1) says it all... the answer is yes he can.

Thanks for prompt reply Abhijeet , anyway i personally feel that in case some type of enquiry is carried out at railwaystation the authorised person should be capable enough to explain the facts as licence is valied for kolkata only but supported by order issued by licencing authority to carry it to kanpur and further he is authorised by licence to carry revolver supported by authority letter provided by licence. REALLY tough one if he gets into mess. James....
