If you mean who qualifies to enter in a State level competition, then the answer is any resident of that state. Most states will also allow non-residents to participate as a "zero shooter" i.e. his/ her scores would be counted as qualifiers for Zonals/ Pre-Nationals but he/ she will not be awarded any medals/ ranking at the State level competition. Pertinent to this thread, Safarigent participated in the U.P. State competition as a "zero shooter" and was also the highest scorer, but was awarded no medal.

I have heard that some State bodies restrict participation in State level competitions to only their members. Furthermore, I have heard of personal rivalries/ egos between some state & district bodies leading to the victimisation of district association members. These practices should be challenged, either by going to court or by writing an appeal to the State Sports Deptt. cc to the NRAI. Since the Sports Ministry recognises the NRAI as the national body for the sport and by extension the State associations as state bodies for the sport AND funds the National level competitions etc. they cannot arbitrarily disallow people from participation.

As mentioned earlier, persons who shoot a qualifying score at the State level, may then choose to pursue the sport further by shooting in the zonals/ per-nationals and those who shoot a qualifying score in either of those may then shoot in the nationals. The exception being, where the State body in unable to hold a competition in any given year OR does not have the facilities to hold competitions for one/ more disciplines then they may directly send their shooters entries for the zonals/ pre-nationals. An example of this is the 300m "big bore" rifle competitions, for which no state currently has appropriate facilities. Shooters desirous of participating in the 300m events are thus directly entered by their states for the pre-nationals (GVM).

If someone has some more/ new information to add to the above - would be happy to hear it. :)
