Can a licensed small arm owner carry the weapon displaying it on a side holster?

The weapon should be covered and may be tuck in side holster. There is no problem in that

Not clear; what do you mean weapon should be covered and tucked inside holster?
My question is can the weapon (in the holster) be worn such that it is seen by everyone or should it be covered with your shirt or jacket?

Yes... you can clip i your belt and people can see that you have a weapon tucked in holster on your belt. You cannot do a display for the bare weapon.
